FCC Grants State of Michigan Waiver to Share Its 800 MHz Network with a Utility
On September 17, 2015, the FCC granted the State of Michigan a waiver of Section 90.179(a) of the rules so that it may share use of its 800 MHz statewide Michigan Public Safety Communications System (MPSCS) with non-profit Cherryland Electric Cooperative(CEC).  The FCC noted that while CEC is not eligible to license public safety spectrum, Michigan has demonstrated that it has adequate spectrum to accommodate the planned sharing of its 800 MHz MPSCS network with CEC.  FCC also noted that CEC has agreed to fund construction of additional infrastructure using Business/Industrial/Land Transportation (B/ILT) frequencies to mitigate its impact on the MPSCS network, and that grant of the waiver will improve the ability of public safety and CEC to communicate with one another and coordinate power restoration in times of emergency.  Finally, the waiver grant covers use of Michigan's 800 MHz band channels but not its 700 MHz band channels also used in the network.
