FCC Wireless Mic Enforcement Advisory
June 9, 2010 - The FCC released an Enforcement Advisory on Wednesday regarding wireless microphones and similar devices operating in the 700 MHz band.  It emphasizes the FCC requirement that users of wireless microphones and similar devices must cease operating in 698 - 806 MHz frequencies.  Protecting public safety communications in this band is a primary reason for meeting this mandate.
FCC Grants Conditional Approval of 21 Petitions to Build Interoperable Broadband Networks
May 12, 2010 - The FCC has granted conditional approval of 21 petitions filed by cities, counties and states that sought waivers to move forward with the construction of regional or statewide interoperable wireless broadband networks in the 700 MHz public safety broadband spectrum.  The Commission required these broadband networks to be deployed under a common interoperability framework in coordination with the FCC's Emergency Response Interoperability Center (ERIC).  This common framework will ensure that all networks being deployed are technically compatible and fully interoperable.

NPSTC files a PFRM Regarding Air to Ground Voice for Public Safety
NPSTC filed a Petition for Rule Making to allow aircraft voice operation on certain interoperability channels.  The petition requests the Commission to either amend Part 90.531(b)(7) to allow the use of certain interoperability channels separately from the channels listed in 90.531(b)(1)(iii) or clarify that the channels listed in Part 90.531(b)(7) can be operated separately as 12.5 kHz wide channels for secondary trunking or air to ground voice use in compliance with Part 90.548.  NPSTC recommends that transmissions in 700 MHz be limited to two (2) watts as found in Part 90.541(d).

March 1, 2010 - NPSTC Comments on Wireless Microphones - NPSTC recommends that the FCC modify its proposed rules to prohibit unlicensed wireless microphones and low power wireless audio devices from operating in the 470-512 MHz band anywhere in the U.S.
January 28, 2010 - NPSTC Reaffirms Request FCC Conduct Audit of NBPS Spectrum. NPSTC submitted Reply Comments recommending that the Commission move forward to conduct an audit of the 900 MHz Narrowband PCS spectrum, recover unused channels, and make channels available for public safety use to enable cost-effective alerting services needed by public safety entities.
January 15, 2010 - The FCC has adopted an Order and FNPRM regarding certain devices that use the 700 MHz band.  This is an important action to benefit public safety operations in the 700 MHz frequency band.  The order will primarily impact the use of wireless microphone systems that currently operate in the 700 MHz band.  These unlicensed devices cannot continue to operate in this band because they may cause harmful interference to public safety entities and next generation consumers devices that will be utilizing the 700 MHz frequency band.  Thus, the Commission is making clear that no devices utilizing this frequency may be sold or distributed.  In order to ensure that individuals and groups currently using unauthorized devices in this band have ample time to transition to appropriate frequencies, the FCC is providing a sunset period until June 12, 2010, one year from the DTV Transition.
January 15, 2010 - The FCC requested comments on the TETRA Association's waiver request a) to waive Section 90.209(b)(5) to operate at an occupied bandwidth up to 21.5 +/- 0.5 kHz; b) exceed emission masks B, C, and G in Section 90.201 by up to 5 dB; and c) allow TETRA manufacturers who have received equipment authorizations with products that includes modifications to the TETRA standard to upgrade to the full TETRA standard without requiring a new equipment certification application of FCC ID.

December 21, 2009 - NPSTC filed comments to FCC inquiry concerning the deployment of advanced telecommunications capability to all Americans in a reasonable and timely fashion and possible steps to accelerate such deployment pursuant to section 706 of the Telecommunications Act.  Comments were also sought on international comparison and consumer survey requirements in the Broadband Data Improvement Act.
December 15, 2009 - PSST Files Recommendations with FCC of Minimum Requirements. The Public Safety Spectrum Trust Corporation (PSST) has reviewed the NPSTC Broadband Task Force Report (BBTF Report) and submitted recommendations to the FCC for the minimum requirements necessary to allow localities and regions to build out local systems as part of the nationwide network.
December 11, 2009 - The FCC Public Notice linked below reminds interested parties of the Commission's deadlines for private land mobile radio services in the 150-174 MHz and 421-512 MHz bands to migrate to narrowband (12.5 KHz or narrower) technology.
December 6, 2009 - Reply to Comments Regarding NPSTC Petition for Stay of Interim Narrowband Implementation. The National Public Safety Telecommunications Council filed a Petition for Stay of Interim Narrowband Implementation Dates on September 29, 2009.  Today, December 3, 2009, a reply to comments was filed.
November 9, 2009 - NPSTC submits these Comments in response to the Commission’s Public Notice seeking input on a Petition for Rulemaking by the Enterprise Wireless Alliance (EWA). EWA has petitioned the Commission to initiate a rulemaking that would allow new full power interstitial 12.5 kHz channels between the currently authorized 25 KHz channels in the 809-816/854-861 segment of the 800 MHz band.
October 16, 2009 - NPSTC submits Comments to the FCC in response to the Commission's Public Notice seeking input on requests for waivers to deploy 700 MHz public safety broadband systems.
October 15, 2009 - Thursday, October 15, 2009 - H.R. 3633, the Public Safety Interoperable Communications (PSIC) Grant Program Extension Act of 2009 was reported favorably by a voice vote of the Energy and Commerce Committee.  The bill extends the deadline for the Public Safety Interoperable Communications grant deadline.
October 1, 2009 - NPSTC submits this Petition for Rulemaking recommending that the Commission amend its rules to make spectrum formerly auctioned for the 900 MHz narrowband PCS service available for public safety use.
September 29, 2009 - NPSTC filed a Petition for Stay with the FCC regarding Docket 99-87. The Petition states NPSTC's support for the January 1, 2013 deadline by which existing Part 90 licensees operating in the VHF and UHF bands must convert to technologies that meet a spectrum efficiency standard of one voice channel per 12.5 kHz of channel bandwidth and does not petition for any delay of this overall deadline.
September 28, 2009 - David Buchanan, NPSTC Spectrum Management Committee Chairman, and NPSTC 700 MHz Broadband Network Requirements Task Force (BBTF) Chair, Stu Overby, NPSTC Spectrum Committee Vice Chair, Jim Weichman, Paging subcommittee chair and Marilyn Ward, NPSTC Executive Director, met with FCC officials on Friday, September 25. Discussions included the BBTF final report and key recommendations, along with the process and involvement of public safety and industry professionals.  Additional discussions included NPSTC's full support of the January 1, 2013, VHF/UHF narrowbanding transition end date, as well as concerns with the January 1, 2011 interim dates being applied.

July 29, 2009 - The Region 24 700 MHz Regional Planning Committee filed this Public Notice seeking comments on the Region 24 Petition. It is corrected to allow 30 days from release of the July 29, 2009 PN. Accordingly, comments are due August 28, 2009.
July 22, 2009 - FCC Notice of Inquiry (NOI) on National Broadband Plan: NPSTC Files Reply Comments to FCC's Notice of Inquiry (NOI) Seeking PS Feedback on National Broadband Plan. Comments addressed public safety's broadband needs in response to the FCC's Notice of Inquiry, seeking feedback on a Broadband Plan as required under the American Recovery and Reinvestment Act.
July 14, 2009 - 4.9 GHz Decision: NPSTC developed comments to correct a typographical error in the rules regarding an action to reinstate the frequency coordination exemption, which was inadvertently removed; correct an error in the band plan; and clarify center frequencies.
May 22, 2009 - NPSTC, the original petitioner in "In the Matter of Petition for Rulemaking to Amend the Land Mobile-TV Sharing Rules in the 470-512 MHz Band (RM-11527)", submitted these reply comments to the FCC.
May 7, 2009 - Comments on recent waiver requests for use of the 700 MHz Public Safety broadband allocation currently licensed to the Public Safety Spectrum Trust, PS Docket No. 06-229, WT Docket Nos. 06-150 and 96-86, City of Boston (December 11, 2008), Bay Area Cities (March 24, 2009), State of New Jersey (April 3, 2009).
April 23, 2009 - The petition from AASHTO that is addressed in the following FCC notice relates to a very important tool for law enforcement in finding and rescuing abducted children.  The PSHSB seeks public comment on this petition that concerns various aspects of the FCC’s regulation of TIS operations.
February 25, 2009 - In this Fourth Memorandum Opinion and Order, the Public Safety and Homeland Security Bureau (Bureau), addresses a petition for reconsideration of the reconfigured 800 MHz band plan established for the U.S.-Canada border in the 800 MHz Second R&O.  The Bureau also clarifies and corrects certain rules established in the 800 MHz Second R&O.
February 23, 2009 - NPSTC submits Comments in response to the guidelines proposed by the NTIA affecting certain recipients of PSIC funding.  NPSTC believes the proposed approach is unnecessarily, duplicative of established processes the Federal Communications Commission already has in place that apply to communications facilities, including those that will be funded by the PSIC Grant Program.
February 23, 2009 - A letter was filed this afternoon by CTIA, APCO, NENA and NPSTC urging swift FCC action on the wireless mics item on circulation.
February 18, 2009 - The National Public Safety Telecommunications Council (NPSTC) submits this Petition for Rulemaking recommending that the Commission amend its rules which address land mobile/television sharing criteria in the 470-512 MHz band.
February 13, 2009 - The FCC has placed NPSTC’s Petition for Rule Making to amend the rules for operating in the 470 to 512 MHz TV bands out for public comment. This petition requests the rules be amended to increase area of licensing from 50 km to 80 km. It also requests changes to the technical rules for interference protection to and from TV stations to reflect DTV operations. It is important all interested agencies file a Comment requesting the FCC to move forward with a rule making proceeding on this petition.

February 12, 2009 - Below is a copy of an FCC order issued today, in which the February 17, 2009 deadline for consolidating existing narrowband operations to the upper half of the 700 MHz Public Safety band (769-775/799-805 MHz) IS STAYED until a new effective deadline is adopted in a subsequent order in the proceeding.
January 12, 2009 - NPSTC submits these Comments in response to the Commission’s Notice of Proposed Rulemaking regarding digital television translators.  NPSTC concurs with the Commission’s tentative conclusion that replacement translators should be licensed only on channels 2-59 and not on channels 60-69.  NPSTC also recommends the Commission provide clarity that applications for digital replacement translator stations must take account of land mobile operations in the 470-512 MHz band up front before being filed.

December 29, 2008 - The Public Safety and Homeland Security Bureau (PSHSB) announces that beginning on January 28, 2009, it will begin accepting applications for licensing of available channels in the 809-809.5/854-854.5 MHz portion of the 800 MHz band (Channels 231-250) that have been relinquished by Sprint Nextel Corporation (Sprint) in non-border National Public Safety Planning Advisory Committee (NPSPAC) regions.
In addition, the Public Safety and Homeland Security Bureau (PSHSB) extends the negotiation period for Wave 4 NPSPAC (Stage 2) and non-NPSPAC (Stage 1) licensees in the U.S.-Mexico border region until April 1, 2009, and postpones the beginning of the mediation period for such licensees until April 2, 2009.

October 3, 2008 - The National Public Safety Telecommunications Council (NPSTC) filed Comments in response to the Commission's Notice of Proposed Rulemaking (NPRM) addressing broadcast low power auxiliary operations in the 698-806 MHz band. NPSTC urges the Commission to adopt its proposed rules. The proposals preclude low power auxiliary operations in the 698-806 MHz band and prohibit the manufacture, import, sale or shipment of such devices after February 17, 2009. These actions will help promote effective public safety communications by removing low power auxiliary operations from the 700 MHz band.
July 31, 2008 - NPSTC filed its Reply to the Comments addressing its Petition for Rulemaking regarding the 700 MHz narrowband channels.  A copy of the Reply is attached as is the confirmation.
July 16, 2008 - IMSA IAFC filed Comments regarding the NPSTC 700 MHz Narrowband Petition.
July 14, 2008 - the FCC grants the waiver requests of licensees that propose to complete their rebanding prior to July 1, 2009 and have requested waiver dates accordingly.  With regard to licensees that have submitted interim waiver requests, the FCC grants interim relief to each of these licensees, conditioned on the licensee submitting a supplemental waiver request by no later than July 25, 2008 that includes a proposed rebanding timetable.
July 14, 2008 - the Paging Letter approved several months ago was filed in Dockets EB 06-119 and WC 06-63.  As agreed, we held it until after the 700 MHz replies were completed.  We are planning an exparte meeting with the FCC to discuss this issue.  Thanks for everyone's help.
